Moving your child from one club to another? Every transfer — between WBA clubs or in from another association — starts with this one application, lodged by a parent or guardian.
Three things settle it before you apply.
Most applications that stall, stall here. Check all three with your current club first — it saves a week or more.
Nothing owed
A transfer will not be permitted while money is owed to a club or to the Association. Fees, levies, fines — all of it clear.
Uniform returned
The playing uniform must be back with the club and in good condition. Damaged or missing kit holds the application up.
Lodged in time
Applications must be lodged before the final date for player registrations. Requests submitted after the Grading Round is completed are at the discretion of Association Operations.
Lodge three weeks before registrations close if you can. Later than that and we may not be able to process the application in time for your child to be registered for the opening rounds.
One form. Two paths.
Every transfer is lodged here. Most are processed in the ordinary course — application in, PlayHQ clearance, done.
A smaller group meets the criteria opposite. Those are Restricted Transfers, and they get reviewed by the Junior Committee before they proceed. You do not need to work out which one you are: the form asks the questions and Operations makes the call.
The review looks at competitive balance in that age group, both clubs’ ability to field a competitive Division 1 team, the receiving club’s concentration of rated players, your circumstances, and any patterns in player movement.
Division 1 game history
Registered in a Division 1 domestic team — at WBA or any other association — and played five or more Division 1 games in either of the two most recently completed seasons. Summer or winter. Any age group.
Representative points
Holds a representative points value under clause 6.2 — Tier 1, Tier 2 or Tier 3 — calculated before any discounts under clause 6.3.

Clause 6.2 of the WBA Junior Playing Conditions assigns each representative player a points value based on their highest level of representative participation. Holding Tier 1, 2 or 3 makes a transfer a Restricted Transfer under 7.3(b).

Points are counted before any discounts under clause 6.3. If you’re not sure which tier applies, select Unsure in the form and Association Operations will confirm it.

The clock below applies to Restricted Transfers. Ordinary transfers skip steps 02 and 03 and move straight to the PlayHQ clearance.

Parent or guardian, via the form on this page. Clubs do not lodge on your behalf.

Both clubs are notified — 2 business days
The receiving club is told an application is pending. The releasing club is told too, and is given your non-confidential reasons.

The releasing club may respond — 5 days
Written input, including any proposal to accommodate the player. No response inside the window and the review proceeds anyway.

Decision in writing — 10 days
From a complete application (or from the last application in a cluster). Approved, conditionally approved — which can include placement restrictions — or refused. Sent to you and to both clubs.

Appeal window — 7 days
In writing to the WBA Board. Your family and both clubs each have standing. The Board’s decision is final.

Transferring between two WBA clubs? We verify the player’s prior club, division, games played and representative classification straight from PlayHQ. You don’t need to supply any of it.
- Player details — full name and date of birth
- Your details — parent or guardian name, email, phone
- Receiving club — and the intended team or division if you know it
- Your reasons — specific enough for the releasing club to understand and respond to
- Prior season evidence — coming in from another association only: club, division and any representative classification for the last two completed seasons. A PlayHQ record, ladder printout or written confirmation from the prior association all work
- Exceptional circumstance evidence — proof of address for a relocation, school enrolment for sibling alignment, written confirmation for a club disbanding. These are not accepted on self-certification alone

The things families ask us.
Does my club lodge this for me?
No. The application is lodged by the player’s parent or guardian directly with Association Operations. A club can help you with the process if you ask, but the application itself is between your family and the Association.
What is a Restricted Transfer?
A transfer is Restricted if the player was registered in a Division 1 domestic team — at WBA or any other association — and played five or more Division 1 games in either of the two most recently completed seasons (summer or winter, any age group), and/or the player holds a representative points value under clause 6.2 (Tier 1, 2 or 3, before any discounts under 6.3). Restricted Transfers are reviewed before they proceed. Everything else is processed in the ordinary course.
Can I keep my reason private?
Partly. The releasing club is given the non-confidential reasons you supply so it can respond. You can mark any reason confidential — to Operations only, in which case the releasing club is told a confidential reason has been given, but not what it is.
Why does the releasing club get a say?
It gets five days to provide written input — a response to your reasons and any proposal to accommodate the player. It is input, not a veto. If nothing arrives inside that window, the review proceeds without it.
What if several families move to the same club at once?
Where two or more Restricted Transfer applications name the same receiving club in the same age group inside a fourteen-day window, they are assessed together and the cumulative effect is considered rather than each application in isolation. A decision may be held up to seven days from receipt to identify related applications.
What about the PlayHQ clearance prompt?
For an ordinary WBA-to-WBA transfer, your previous club has ten days to accept or deny in PlayHQ, and no response means the clearance is automatically accepted. That automatic acceptance does not apply to a Restricted Transfer — silence will not clear it.
Can I transfer mid-season?
Requests submitted after the Grading Round is completed are at the discretion of Association Operations. A mid-season transfer that meets the Restricted criteria is still reviewed — there is no mid-season exemption. Lodge as soon as practicable.
What if I owe my club money or still have the uniform?
The transfer cannot be permitted until money owed to the club or the Association is paid and uniforms are returned in good condition. Sort it with your club first — it is the most common reason an application stalls.
How do I appeal a decision?
In writing to the WBA Board within seven days of the decision being issued, to operations@warragulbasketball.org.au. Your family, the receiving club and the releasing club each have standing to appeal an approval, a conditional approval or a refusal. The Board’s decision is final.
